The Council of the European Union adopted its negotiating position, clearing the way for negotiations with Parliament.[6]
European Parliament committee stage
10 September 2026
Parliament's lead committee (ITRE) voted to adopt its report and open interinstitutional negotiations with the Council.[4]

Parliament, the Council and the Commission negotiate a joint text in interinstitutional talks. Both co-legislators can still change what the proposal says.[4][5]
Adoption
Parliament and the Council would need to formally adopt the agreed text before it is published in the Official Journal.[4]
